1-Uniforms:
Each player must wear a numbered jersey of the same color as the rest of his team, except the goalie.
Disorganization:
If a team does not have uniforms (minimum of same color jerseys or t-shirts with numbers on them) a team may be refused permission to play, and a team fine of $50.00 will be imposed.
If 2 opposing teams have the same color jersey, a coin toss will determine who changes color or wears pinnies.
2-Prior to each Game:
2a -Every player Must register (check in) himself or herself at the league’s manager table prior to each game.
Your league manager will check you on the game sheet and assure your proper jersey number appear.
* Important:
This is important for Stats, Insurance purposes, control of illegal players, and the all around organization of the league.
Late;: Even if a player is late for a game, he must still check in with league manager BEFORE playing.
2b - No team can register a "new" player once a game has started.
3-Equipment:
Rubber cleated shoes are allowed for outdoor soccer. Shin pads are mandatory.
4-Rosters:
Each team is allowed a maximum roster of 20 players for the season. Maximum 16 per game. Registration deadline for new players, July 31.
Note: A player MUST play at least one game BEFORE registration deadline to play with that team, Regardless if he was added to a team master list prior to the registration deadline.
5-Playoff Eligibility:
A player must play a minimum of 6 games with his team to participate in the playoffs. No exceptions.
If a player can not play due to injury he will be credited a game if he/she shows up to the game and checks in
6-Substitutions: Substitutions can be made on the fly. However, a player being substituted must come off the playing field before his replacement can enter the field.
Teams can substitute players ONLY at the area designated near the players benches.
Note & Injury: In the event that a player, injured (or not) , leaves the field anywhere other than the designated area, a substitute may NOT enter the play until the referee signals him to.
7-Game Duration: Game will consist of 2 periods of 25 minutes. Referee will control the time,
and will signal the last 2 minutes of each half.
8-Out of bounds Re-start: There are no throw ins. When a ball goes out of bounds, play will resume by a kick in.
9-Off sides: There are NO offsides.
10-Free kicks:All free kicks may be taken direct.
(a)False Re-start :
If a player asks a referee for distance, the player MUST wait for the referee's whistle before playing the ball. However, if that player asks for distance and plays the ball before the whistle, (false restart) ball possession will be turned over to opposing team.
11-Kick offs: A goal may be scored from a kick off.
12-Goalie Throw: A goal may be scored by a goalie by direct throw as long as it is thrown from inside his box.
13-Distance on Free kicks: a minimum of 10 feet is required. If not respected, referee may award a caution , and ball may be turned over to opponent
14- Five (5) second rule: For any re-start, player will have 5 seconds to put the ball into play. This also applies to a goalie when he has possession of the ball in his hands. Failure to respect the 5 second rule, referee will award the ball to opposing team.
15-Pass back to Goalie: When a player passes ball back to his goalie by foot , goalkeeper is not allowed to touch the ball with his hands
16-Goalie Possession:
(a)(Outside his box) If a goalie plays the ball outside his box, he can NOT touch the ball with hands if he returns inside the box. (this is considered the same as if the goalie has passed the ball to himself ). Result: free kick outside the box.
(b)Goalie Interference
If a goalie is interfered with or prevented from the ability to make a save, a goal may be disallowed.
*17a) Sliding: Sliding for the ball is allowed, provided no other player is in his immediate contact area.
*17b)Slide Tackling: Slide Tackling is NOT allowed. This may result in a yellow card.
18) Shootouts: Any foul in the box (except a handball) will be awarded a SHOOTOUT
Player will start from center spot, breakaway vs. the goalie. One shot, one chance, no rebound.
Goalie is allowed to move anywhere inside his box, however may not step out of, or touch the ball with his hand(s) outside of his goal area, or trip or foul the player in any way. Any of these infractions will result in an old fashioned penalty shot. Note: Any player who was on the field at the time of infraction can take the shootout
19-Penalty Shots:
Any handball in the box is a penalty shot.
There are no rebounds on a penalty shot. If no goal is scored, play will resume by a goal kick.
20-Mercy Rule:
When a difference of 10 goals is attained , the game will be stopped, provided at least one full half is played.
21-Game terminated Before Regulation: In the event a game is terminated before regulation time due to altercations, etc.
The score will remain if 75% of the game or more has been played. (12 minutes or less remaining).
Exception: If a team instigates an altercation that causes the game to be stopped before regulation time, they will forfeit the game regardless of the score or time played, and will be fined.
22-Game Start on time: Teams should be ready to play, game sheets / player check in should be least
15 minutes prior to start of each game. Don’t be late or you will risk losing a game by forfeit.
23-Rain: Games will be played in acceptable rain conditions
24-Re-Scheduled games: If a game is to be rescheduled due to extreme bad weather or unfortunate circumstance, league will decide.
If a team wished to re-schedule a game, they must notify the league a minimum of 7 days in advance, otherwise they will lose the game by forfeit. If the particular game is re-scheduled, the team making this request must make themselves available to the league and their opponent’s availability. Failure to accommodate will result in a forfeit. Note: $25 Fee.
25-No-Show: If a team does not show up for a scheduled game they will be fined $50.00 and awarded a 3-0 loss.
26-Forfeit games: A forfeit game is 3-0, plus $50.00 fine
27-Illegal Players: All Players must be registered before playing his first game. Any team using an illegal or Unregistered player will
lose their game by forfeit. Player will be suspended for 3 games, team will be fined $50.00
28-Protests: Only protests concerning an illegal player are admissable. Only the league can over-rule on any pre-or unforeseen circumstances. If a team wins their protest, they will be awarded the 3-0 win, and opposing team will be fined $50.00
29- ALTERCATIONS and DISCIPLINARY

Bench Clearing:
Bench clearings will not be tolerated. If any altercation or incident occurs on the field, players on the bench are demanded to remain on their benches. This is for the safety of everyone. It is not necessary for anyone to jump off their bench even to stop an altercation. The same rule applies to any altercations after a game whether off the field , in the parking lot etc.
Sanction: a minimum of $100 team fine will be charged to a team who clears the bench first or second, and a $20 fine to each and every player who leaves the bench, or instigates an altercation anywhere on the premises, as well note that player suspensions will be added.
Spectators: each team is responsible for their spectators and to keep them away from the playing field or any action on or off the field. Note that fines will be handed to teams for any altercations by their spectators.

Benches:
Anyone NOT participating in the game will not be allowed to sit on a team’s bench, or allowed in the playing area.

Fighting:
Fighting will not be tolerated. Any player throwing a punch, deliberate attempt to injure, spitting at anyone etc. will be fined $100.00 and will be suspended for a minimum of 5 WEEKS. (this includes any other QCSL league in which he participates.)

Yellow cards:
2 yellow cards same game automatic ejection, plus 1 game suspension. 5 yellow cards during season=one game suspenion

Red cards:
Any player receiving a red card will be ejected from the game and will miss the team’s next game automatically.
When a player is ejected, that team will play shorthanded for the next 10 minutes of the game. If a team receives 3 red cards in one game, the game will be stopped and that team will lose by forfeit. Each red card is a minimum fine of $20.00.

Fines:
ALL fines are to be paid prior to the team’s next game, no exceptions.
30- Categorization of Teams and Players (Divisions)
- Team Categorization
- At the start of the season, teams will be placed in the proper divisions as best as possible to ensure competitiveness and equality to all teams. Should a situation arise where a team was placed in an inappropriate category, the league will do its best to remedy the situation as soon as possible in the best interest of all teams. In this case, some games may be re-played while others will be nullified.
- Player Categorization and Eligibility (Different Divisions)
The League will determine, upon a player's registration, in which category of A-B-C or D he will be placed. The league will determine categories upon the best of its abilities, as well as the best interest of all teams.

31-Point System:
Win= 3 points Tie= 1 point Loss= 0 points
Win in overtime= 2 points Loss in overtime= 1 point
32-Tie Breakers: In the event that teams are tied for points, the following tie breaker system will apply in the following order:
- Most TOTAL wins (regulation and overtime combined )
- Most wins REGULATION
- Best head to head result
- Best goal differential (+/-)
- Most goals FOR
- Fewest goals against
- Least amount of Red cards
- A sudden death Golden goal game will be scheduled.
33- Overtime (tie games)
- Regular Season: If a game is tied after regulation time, teams will proceed to a shootout. (see rule 18 for shootouts ). Each team will be awarded 3 shootouts, (then rotation of 1 each, if necessary), until a winner has been declared. Any 3 players on a team may take a shootout, however a player can not take more than one unless a team rotation has been completed.
- Playoffs: During playoffs, Golden Goal Rule Applies. Teams play sudden death rule till a goal is scored.
34- Bench Clearing (minimum yellow card)
- In the event of an altercation on the field: PLAYERS MUST REMAIN ON THEIR RESPECTIVE BENCHES.
- Bench clearing brawls will not be tolerated and will be heavily sanctioned.
- If a team clears the bench, they will be fined $200.00 (fine to be paid in cash before team's next game.)
- In the event that both teams clear the bench and no instigator is declared, the referee has the authority to stop the game.
- In the event of a bench clearing or a bench clearing BRAWL, the team determined by the officials to have cleared the bench FIRST, will lose all rights to the game, and will be sanctioned and fined accordingly.
- However, the team that leaves the bench (second) to defend themselves, (in the official's opinion) may be entitled to the rights to the game, but will still be sanctioned.
NOTE: Any player who leaves his team's bench onto the field during an altercation will be suspended and fined.
Any Rules not covered in this form will be decided by the league and will notify teams involved
